No sentinel state curated yet. The propose_sentinel_state skill emits the canonical artifact per render; its write path is # GAP: substrate (the skill runtime that fires it is pending).

Once the producer runs, this page renders five sections — Outlook (goal + hypothesis trackers), Positions (active operator engagements with stakes), Watching (monitor + condition trackers), Stances (third-party attributions), Worldview (tenets — standing operator beliefs) — plus the recent-signal urgency feed. Tier matrix per 12-public-site.md: anonymous + peer-ro see Outlook hypotheses + the working-in-public log; operator sees the full grid.
